Our client is a major outsourcing company with offices in Central Reading. They are looking for a Web Development Manager to lead the team in the development of new and existing enterprise scale websites. 

Development will be carried out on the existing enterprise content management and online community platform to deliver a rewarding and pleasurable experience for all users. You will work closely with off shore suppliers and internal teams to achieve a successful outcome from a user, business and technology perspective.

Accountabilities:

• To oversee the agile development of the various elements that make up the enterprise scale site, including those developed by off shore suppliers
• To drive the rapid development of the end solution to a high quality
• Manage overall delivery of multiple, closely coupled releases of developments to agreed schedule
• To oversee the maintenance and eventual close down of the existing website
• To work with the internal teams to help shape the solution's business and technological elements so that they fit well together to add value to the business operation and benefit consumers
• To work closely with the senior leads to make sure that there is a tight alignment fit with the vision and overall architecture
• To spot areas where clarification is needed in technical terms and help provide it
• To ensure quality assurance and testing is embedded within development work to speed up delivery of ‘fit for purpose’ products
• Pro-actively engage in the wider project to improve the overall technical solution for the benefit of both the company and the end users
• Recruit and retain contract and other staff for the Development Team

• Provide regular reports on progress of the developments as required

Skills / knowledge:

• Ability to combine innovation with development techniques to deliver compelling web solutions
• Advanced ability to lead and motivate a development team to ensure rapid development
• Advanced understanding of the challenges of using off shore agencies with internal teams to develop enterprise web sites and services
• Big picture thinking - the ability to see how parts interact with the overall solution, both technically and as part of the business
• An advanced understanding of using enterprise Content Management Systems (preferably both open source and commercial products)
• Excellent understanding of working with CMS integration to enterprise data repositories
• Advanced knowledge of development/design methodologies ie RAD, Agile
• Good understanding of issues and standards surrounding Web Services
• Interpersonal and leadership skills - leadership, collaboration, facilitation, and negotiation skills
• Emotional intelligence - self awareness, confidence, ability to manage conflict, empathy
• Communication skills, both written and spoken
• Ability to explain complex technical issues in a way that non-technical people may understand
• Comprehensive knowledge of web approaches and strategies

Required:

• Outstanding experience managing development of enterprise Content Management Systems, particularly Drupal
• Strong management experience of leading Agile development teams, both internally and outsourced
• Experience of the public and education sector
• Experience of delivery and track record of success in turnaround situations
• Successful experience in a web project focused on delivery of web products and/or tools
• Understanding of accessibility, compliance and interoperability issues and standards within government

Rate:                £400 - £500 per day negotiable depending on skills

Duration:           until at least 31st March 2010 with great possibility of extensions for the right candidate
